Does any passphrase leave my device during generation?
No. Creation runs locally in the page. (Your password manager or sync service is a separate choice you control.)
How does this compare to a 16-character random password?
A long random character string can be stronger bit-for-bit, but people write those on sticky notes. A multi-word passphrase trades a little entropy style for memorability—still use a manager, and prefer longer phrases for high-value accounts. Can I change word count or separator?

Is this for wifi passwords and APIs too?
